Health insurance marketplace opens with technical difficulties The new federally-facilitated online health insurance marketplace opened for business on Tuesday, Oct. 1, but many Texans trying to shop for health plans couldn’t access the website because it was overrun with traffic. Patients still have several weeks to enroll to obtain coverage starting on Jan. 1, 2014. Prior Authorization Committees seeking members The Texas Department of Insurance is recruiting members for two significant Prior Authorization Committees created by the 83rd Texas Legislature. The Health and Human Services Commission hopes to implement the rate increase as soon as possible, which will most likely be next spring.
